Solution

Notice that, within each row, all four numbers are in the same ratio of $2:3:7:4$, and that, within each column, all four numbers are in the same ratio of $5:1:4:6$. If we align the ratio of numbers in the same row horizontally above the table and align the ratio of numbers in the same column vertically to the next of the table, we see that each entry in the table can be found by multiplying its corresponding row "factor" and column "factor".
