The volume of a fluid doubles every minute. It is in a cup with capacity 4 L and its current volume is 1 L. If the amount of minutes before the cup is $\frac{3}{4}$ full can be expressed as $a+\log_b c$, find $a+b+c$ as a mixed number in simplest form.
