Neutralization is a chemical reaction that occurs when a strong base and acid react. Water and a salt are created. The $H^+$ or $H_3 O^+$ ions from the acid (proton donor) react with $OH^-$ or $O^{2-}$ ions from the base (proton acceptor) to form water. The cations and anions combine to create the salt.
