Most Policy Discussion in Brief

Be it politics or rules for a math contest or anything that involves trying to set down guidelines for an activity, I find a great many policy discussions come down to the following debate:

Side A: We must prevent the possibility of something bad happening, even if it means preventing something good from happening.

Side B: We must make possible something good, even if it means making possible something bad.

Needless to say, I'm usually with Side B.

Yeah, I'm oversimplifying, but not by much.

Right, but sometimes it is hard to tell which one is side A and which one is side B. Example:

We must make the contest questions tough to give top students some real food for thought despite it may scare off the weaker lot.

We must keep them easy to let the weaker students to build self-confidence despite the top students may lose interest in our competition.

(I stated both as B-versions. I leave it as an exercise to restate them as A-versions).
