Implementing a Topic Difficulty Rating System

I've seen a number of people suggest ideas for a topic rating system that could be used to help determine the difficulty of problems. I'd like to hear some suggestions about how such a system could be implemented. Ideally, we'd like something easy to use that people actually will use. We'd also like it to be a helpful indication of the difficulty of the mathematics in the corresponding thread.

Rather than trying to get people to rate problems on a certain difficulty scale, it might be best just to have people flag problems as too easy or too hard for whichever forum it's in when the problem isn't the right difficulty. Mods could use this information appropriately.

Maybe the ability to flag easy/difficult problems could be determined by the number of productive posts, similar to chat in FTW; people who have been on AoPS for a long time probably are more familiar with problem difficulty levels than newcomers are.

At the bottom of the page, maybe we could include:
You can\cannot flag problems in this forum.

I think you should rate difficulity by Contests (Olympiad level, AIME level...) rather than 1-10 as i find those hard to understand

Well ritwik, half of people in the world don't know what AIME is (or probably more). My idea was rating the contests 1-10, and problems in another way somehow (better explained in my comment on the other post here).
