That big red bar needs to go to the top, it looks very icky as it is.
It seems really odd that you have two naviagtion panels. I think using it to post news, or problems, or the blog of the Admins would be a tad cooler. You have a lot of space you haven't used.
Take a look at http://www.gamedev.net , and note a few things:
1)It is very shiny. Could you offer a few more skins for the site? Or just allow some people to do some style sheets?
2)Navigation panel on the left and very detailed.
3)The front has a "Recent threads section" on the right
4)Biggest and most interesting content right in the middle, attracting attention. Giving people what they want right away.

Yes, the new page looks nice. I seem to remember some people complaining about it being hard to find the "community" link in the sidebar, and the new page has disposed of that issue.

I like it. Just a few suggestions:
-- Move the red bar to the top, as PenguinIntegral said.
-- There's definitely room for a short-ish testimonial at the very bottom like there used to be. (Emphasis on at the bottom.)
-- I'm not sure about the order in which the things are presented. It seems like the community should be more visible, but at the same time, it wouldn't make sense to have anything but the bookstore and school on top. So there's probably no improvement to be made there.

We're working on that - we'll be changing a few things when we port to our new server to make the site load more quickly (such as no longer using gifs for navigation buttons, and having a much more powerful server).
