The Lottery Modernization Act. I'm paraphrasing, but not by much, when I say that the sales pitch for this bill is "The state will increase payouts, increase advertisement, and get more efficient in running the lottery, so the lottery will make so much more money off the lottery that it can borrow 5 billion dollars of that future profit now. And if that doesn't work, we'll borrow even more of the future profit to patch up any budget gaps this plan causes."
