I've been set straight -- or at least inspired to look in more detail at the actual study. Like most of these studies, it doesn't nearly say what the examiners think it says. There's an apples-to-oranges effect in comparing SAT tests from a long time ago to SAT tests now. There's also a huge demographic shift (read: immigrants who value math and science coming in from Asia and Eastern Europe). These two combine to make the threshold of "high performance" on the SAT very different now from what it once was, I think.
